How California got here
California has no state-level kratom regulation as of 2026. The state legislature considered AB-552 in 2023 which would have imposed a 21+ age restriction and KCPA-style framework, but the bill died in committee. Localities have been more active: San Diego banned kratom in 2016, and Oceanside followed in 2022. No other California city has passed a ban, but several (San Francisco, Berkeley) have discussed it in council committee.
